This plan counts outgoing calls only against the 1500 minutes, because all incoming and Vonage to Vonage customer calls are free. Any minutes over the 1500 outgoing minutes, are billed at 3.9¢ per minute. Another nice feature, is that this plan comes with a dedicated fax line, so if you are already paying for an e-fax line, you can save additional money by canceling that service.
