Internet phone service goes by a bunch of different names, like digital phone service, broadband and VoIP, AKA: voice over IP, or, voice over internet protocol. All of these services are the same thing; telephone service which is digitally switched through the internet instead of being sent over regular telephone company lines.
Transferring the calls over the internet make them way cheaper, and with all the new advances in software, hardware and compression technology, the new VoIP companies are providing a digital service that is as good as traditional land line phone services at a fraction of the cost. While it's true that your telephone service will go down if your internet service goes down, it's also true that your POTS (plain old telephone service) will go down when a tree falls on the line or some construction guy decides to dig up a line with his backhoe.
While both types of service have their drawbacks, VoIP easily wins if you already have high speed internet service in your home or office. The call quality is better than most cell phone service and most company's equipment is so good now that you would be hard pressed to ever tell that you were on a broadband call. (That's why companies like Charter etc... use VoIP for their overseas call centers.)
Of the companies listed above, Packet8 is the oldest, has the most patents, and is running in the black... Can you say "Good Strong Company". Of course there's always Vonage, but their fortunes change daily from lawsuits and patent infringements. I would try Phone Power, just because it gives unlimited calling for $9.95 per month.
